PERMANENT SUPPORTIVE AFFORDABLE HOUSING

OVERVIEW

Our plan is for a five-story building with an elevator and a terrace on the 5th floor. The ground floor is set to accommodate dwelling units and communal areas, which include supportive services, offices, a fitness room, utilities, a lounge, mail area, and a community room. The 2nd to 4th floors will host dwelling units and a compact laundry room on each level. More dwellings will be available on the 5th floor, along with an outdoor terrace that boasts views of the state capitol building. The project's convenient location next to the Central Sacramento Studios Homekey Project allows for shared parking and other amenities. It's designed for off-site modular construction, meaning dwelling units can be assembled on-site. This could mitigate on-site construction and related traffic control issues, while making efficient use of limited lay-down areas. In collaboration with the Sacramento Housing and Redevelopment Agency (SHRA), the project's goal is to provide affordable and permanent supportive housing.

The building's design, location, and amenities are tailored to offer a sustainable and comfortable living experience to its residents. The project's strategic position near the Central Sacramento Studios Homekey Project not only ensures accessible parking but also enhances the sense of community among the residents.

Moreover, the innovative approach of off-site modular construction will facilitate the swift and efficient assembly of dwelling units on-site. This method has the potential to diminish on-site construction time, minimize traffic control issues, and optimize the utilization of limited lay-down areas.

In partnership with the Sacramento Housing and Redevelopment Agency (SHRA), the primary objective of this project is to offer affordable housing and permanent supportive housing options in the Sacramento area.

Eligibility 

Initial Program Eligibility

Applicants for this community will be pulled from the local Coordinated Entry System (CES) to ensure priority is given to the most vulnerable and high-acuity homeless families and individuals in the region.

The Household’s Gross or Adjusted annual income must not exceed the most restrictive of one or more of the programs’ income limits in effect at the time of the households Initial Occupancy Certification. There will be several income targets and various numbers of units reserved for each income group.

All applicants must disclose social security numbers for all family members at least 6 years of age and older and provide proof of the numbers reported. Households must supply either a copy of the required social security card, verification form from relevant agency, or other acceptable proof based upon current agency requirements. If a household member does not have or cannot provide proof of a Social Security Number (SSN), a personal certification of the facts may be accepted if allowed by program listed above. Adequate documentation must be provided prior to initial occupancy of the household. (4350.3 Sec 3-3 & 24 CFR 5.216)

All applicants in the household must sign an Authorization for Release of Information and other required forms as required to obtain adequate documentation of the household’s composition, income, assets, and any allowable adjustments to annual income under the involved programs; prior to receiving assistance and annually thereafter.

The unit for which the household is applying must be the household’s only residence.

The applicant household must agree to pay the rent required by the program(s) involved in a timely manner as specified in their Lease.

All information reported by the household is subject to verification. If management is unable to adequately verify the required information from knowledgeable third parties, the household’s application may be denied.

Citizenship requirements- Assistance in subsidized housing is restricted to U.S. citizens or nationals and non-citizens who have eligible immigration status as determined by HUD. All household members, regardless of age, must declare their citizenship or immigration status. Non-citizen applicants will be required to submit evidence of eligible immigration status at the time of application. Applicants who hold a non-citizen student visa are ineligible for assistance, as are any non-citizen household members living with the student.

Student Restrictions- For a household of full-time students to be considered eligible, they must meet one of the following criteria:

  • All members of the household are married.
  • The household consists of a single parent and his or her minor children, and the parent is not a dependent of a third party.
  • At least one member is enrolled in a job training program receiving assistance under the Work Investment Act (WIA).
