Multi-Family Affordable Housing In Development

Overview

The proposed project will construct 25 multi-family affordable housing units with accessory structures on a vacant infill property in northwest downtown Mt. Shasta. This partnership between the City of Mount Shasta and the developer is funded through competitive grants and financing. The development will provide equal housing opportunities, with rent and utility costs regulated proportionally to household income. Designed specifically for this community and property, the project advances the City's General Plan Housing Element goals while adhering to Land Use Codes and Design Guidelines. Through the conceptual design process, K.Boodjeh Architects has established these vision statements to guide a successful project:

  1. Inspiring views of Mt. Shasta and the surrounding area will lift spirits and nourish connections with nature as an integral part of daily life.
  2. Attractive mountain-town charm will create a distinct yet harmonious presence at the northwest edge of downtown.
  3. An active, people-focused space that is neighborly, welcoming, and safe. Buildings will feature front porches that shape the streetscape, with open spaces supporting both semi-private and community outdoor activities.
  4. Vernacular architecture and simple forms will create a varied skyline while honoring local history and site-specific influences.
  5. Natural colors and textures will complement warm sunlight, creating a fresh, positive environment with vibrant landscaping and natural play areas.
  6. Artistic details will enhance an overall setting of graceful, durable, economical, and quality craftsmanship.
  7. Sustainability will be evident throughout—featuring daylighting, energy efficiency, solar energy, stormwater treatment, and superior indoor environmental quality.

The development consists of 25 townhouse units across four residential buildings (A, B, C, & E), with Building E serving as the manager's unit. Building D houses the 1,750 SF Community Building, featuring laundry, multipurpose room, kitchen, fitness room, and manager's office. The project's density is 21.7 units per acre (25 units/1.15 acres), exceeding R-3 zoning's 20-unit maximum. As an affordable housing development, it qualifies for an 8.7% density bonus under California Code 65915, though staying below the available 35% bonus to maintain compatibility. Main buildings face Ivy and Chestnut Streets with front porches, following Multi-Family Design Guidelines. Elevated porches enhance privacy while maintaining street visibility, featuring covered seating areas for weather protection.

Setbacks comply with R-3 requirements: 10-foot setbacks along Chestnut Street and Ivy Street, 5-10 feet along Alder Alley, and zero-lot line along Field Street. Architectural features may extend 5 feet into setbacks per code concessions. Buildings surround common areas with Mt. Shasta views, protected from noise and weather. A central pedestrian walkway with dark-sky lighting provides accessibility throughout. The Northeast Community Building offers mountain views and connects to outdoor patios and a natural playscape. This family-friendly area includes mountain-themed structures and seating, bordered by existing trees and wetlands. Units overlook common areas for natural surveillance. Semi-private spaces include fenced outdoor areas and second-floor balconies.

The site preserves existing wetlands and mature trees where possible. Landscaping features drought-tolerant and edible plants, with bioswales for stormwater management. Street trees soften building transitions while preserving views. Vehicle access includes a 20-foot wide alley driveway and emergency access. Parking includes both on-street spaces and 26 off-street spots (including covered carports), exceeding the 13-space requirement for affordable housing. The design incorporates permeable surfaces, strategic lighting, and accessible waste management facilities.
